Grants and Contracts Analyst

Bay Area Community Services is a non-profit, community-based agency serving Alameda, Contra Costa, Sacramento, Monterey and Solano Counties by providing a comprehensive array of mental health and housing services. 

Under the direction of the Director of Finance and Administration, the Grants and Contracts Analyst is a hands-on, technically proficient leader who has a strong background in social service, governmental contracting, and evaluations/analytics with an operational mindset. This position will serve as a strategic partner to the executive leadership in thinking “big picture” about systems, finance and strategy to support continuous growth and evaluation within the agency. 

This is a full-time, salaried position. 


  • Analyze and present rolled up financial reports in an accurate and timely manner with the ability to translate financial and contractual concepts to individuals who do not necessarily have finance backgrounds. 
  • Prepare and communicate regular financial reports for distribution to Program Managers, Associate Directors, and leadership teams, with particular attention to regular tracking of program revenue and expenses and adherence to performance indicators outlined as required by funders. 
  • Liaise with Programs, Accounting, and Compliance as needed. 
  • Support the annual planning and budgeting process in collaboration with the Finance and Strategy teams. 
  • Provide support to managers with regard to contract performance, budgetary tracking, and the ongoing evaluation of programs. 
  • Partner closely with the agency analytics team to incorporate cross-departmental data into evaluative and performance reporting. 
  • Prepare performance and financial reports and is the point of contact in responding to requests from grantors and government agencies. Support the annual preparation of contract schedules for external audits. 
  • Support the preparation and completion of annual cost reports or other reporting required by contracts or funders. 
  • Responsible for all payers’ inquiries, reporting needs, and communication. 
  • Support and work closely with Directors and Executive Leadership to prepare and track budgets for funding applications, grants and contracts; coordinate and compile documentation required contract negotiation or renewal; and facilitate internal execution of contracts and agreements. 
  • Implement a robust contract management and reporting system; ensure that the contract billing and collection schedule is adhered to, and prepared in accordance with contract agreements with funders. 
  • Maintain records for each contract in a manner that facilitates management reports, and compliance with regulatory and audit requirements. 
  • Assist Corporate Counsel with preparation of Memoranda of Understanding (MOU) documents, coordination of certificates of insurance and insurance renewals for contracts and funders. 
  • Other duties as assigned.

  • Bachelor's degree in accounting, business, public administration, or relevant subject required. Master’s degree preferred. 
  • 5-7 years progressive experience in non-profit or government administration. 
  • Familiarity with generally accepted accounting principles (GAAP) and knowledge of unique financial accounting and reporting requirements of not-for-profit mental health/social service organizations. 
  • Demonstrated proficiency in Microsoft Office, Excel, and database systems and management. 
  • Experience with government or publicly funded contracts including HUD and Medi-Cal. 
  • Healthcare/vulnerable client employer, verified COVID vaccination required.


The position requires a valid California driver’s license, personal vehicle, and proof of personal vehicle insurance coverage. 


  • $100,000/year salary.
